La aspiración de la pujante región de Moquegua, situada al Sur del Perú, era la de crear un nuevo polo de desarrollo de la ciudad, constituido por una nueva sede institucional del gobierno, un centro comercial, un complejo polideportivo y una escuela. La nueva sede de gobierno debía de incluir un gran auditorio que colmase la ausencia de espacios culturales y de congresos en el Sur del país. Esta operación es una de las primeras obras por impuestos en el Perú, con la participación de Southern Copper Perú, Interbank y Cementos Yura.

The aspiration for the vibrant region of Moquegua, located in the South of Peru, was to create a new development hub for the city, constituted by a new institutional headquarters for the Government, a shopping center, a sports complex and a school. The new Government headquarters had to include a large auditorium that filled the absence of cultural and Congress spaces in the South of the country. This operation is one of the first Public Works Tax Deduction in Peru, with the participation of Southern Copper Perú, Interbank and Cementos Yura.
